Budget Line: Total Expenses

The sum off all city spending, both [[budget/budgettotaldiscretionary|discretionary]] and [[budget/budgettotalmandatory|mandatory]]. Mandatory spending will continue even when the city's [[budget/budgetlineofcredit|Line of Credit]] is exhasted, but discretionary expenses will not.
