Luckily, most of the books that set you back something in the 1990s have been scanned and uploaded to the Internet Archive and most can be downloaded. While two more strategy guides were published, they are only for "borrowing" on the Internet Archive and not as good anyway. You only really need these two:

The manual is required reading. It has a tutorial and explains what everything is.
SimCity 2000: Power, Politics, And Planning, Revised Edition is the definitive strategy guide of SimCity 2000.

One book that is missing is the Teacher's Guide. While a 1998 scholarly article called "Teaching and Learning with SimCity 2000" (Paul C. Adams) exists as well as a few other pages, SimCity 2000: Power, Politics, And Planning, Revised Edition mentions the game was also sold as a teachers' version, which included multi-site licenses and a special teacher's guide to the game. This version is rare and the teacher's guide is still missing.
